Small is the new big

Many governments turn to infrastructure to stimulate the economy. USA, EU, China... as well as now South Africa: I've recently assisted the SA presidential infrastructure and investment office (IIO) screening infra opportunities and preparing a platform for the private and public sector to come together (www.sidssa.org.za).
I've now come across this article from the world Bank that governments often focus on very large and PR-relevant projects. Implementation for those, however, tends to take very long and the economic impact on e.g. jobs in the construction sector is delayed. I'm mindful that this is true. Smaller and more widespread projects may have a quicker impact.
So maybe we should think more of water loss reduction programs than new dams or more of minigrids thank new power plants. It was probably true before, but it has a new dimension nowadays.
